SUMMARY:Spring Run Chinook Salmon Intake Gate Restrictions
DESCRIPTION:RESTRICTIONS SUMMARY: (Taken from the Army Corps of Engineers Regional General Permit 3 for the Suisun Resource Conservation District\, Page 8\, Condition #12 and #13.) \nCondition #12: “Landowners are prohibited from diverting unscreened water from the sloughs (listed on page 2) from February 21 through March 31. The purpose of these diversion restrictions is to protect migrating salmon.” \nCondition #13: “While the diversion restrictions are in place the Suisun Resource Conservation District and Department of Fish and Wildlife shall monitor gate closures\, notify landowners\, and take appropriate action on such gates in compliance with the USFW and NMFS Biological Opinion. If an open gate is observed they shall immediately contact the owner and the gate shall be closed.” \nThis letter is to remind all landowners listed below of the monitoring requirements that SRCD and the landowners must comply with as of February 21st through March 31st\, 2025. SRCD will be checking all intake gates in these designated areas by boat for the duration of the monitoring period. Intake gate stem measurements collected annually during the spring closures will be used to ensure that these gates are closed. This letter is to notify landowners\, in advance\, so proper water management can be obtained prior to these restrictions taking effect. If there are any questions regarding these restrictions contact the SRCD office at (707) 425-9302. \nClubs that have fish screen facilities or intake gates on sloughs other than those listed as areas of critical salmon habitat may use them to intake water during this closure period. \n*NOTE! If a diversion is inspected and found to be noncompliant\, the landowner will be notified by telephone and requested to close it immediately. The U.S. Fish & Wildlife Service\, the National Marine Fisheries Service\, and the Army Corps of Engineers will also be notified. Applications will be accepted only twice this year: March 28\, 2025 and May 30\, 2025 are the deadlines for submittal. Project technical reviews will be completed in mid April or mid June 2025. \n3. Landowners must schedule a post-project inspection with their Water Manager prior to initiation of fall flood-up to certify project completion. \n4. Landowners must submit a single itemized project cost summary along with all supporting project invoices or receipts marked paid by November 30\, 2025. \n5. Completed reimbursement packages will be forwarded to the Department of Water Resources (DWR) monthly. \n6. Cost-share reimbursements will be sent to landowners as a check from Solano County only after SRCD has received funds from DWR. DESCRIPTION:We’re excited to share that applications for the 2026 BirdReturns Summer Wetland Program are now open! \nBy participating\, you’ll help support migrating\, nesting\, and brood-rearing birds during some of the most habitat-limited months of the year—while receiving financial incentives for your conservation efforts. \nKey Program Details \n\nApplication period: Now through February 1\, 2026\nEligible regions: Central Valley and Suisun\nPayment rates: Vary by region (see website for details)\nMinimum acreage: Wetlands greater than 15 acres (5-acre minimum in Tulare)\n\nFlooding requirementsEnrolled units must remain fully flooded (at least 18 inches at the outflow) starting April 1 and continuing through the summer. Participants will then choose one drawdown option: \n\nStandard drawdown: Begin drawdown July 15; reach 50% mudflats by August 1\nDelayed drawdown: Remain fully flooded through October 1\n\n🔗 Ready to apply? Visit birdreturns.org/summer-wetlands \nPlease note that enrollment will be limited this year as the program transitions to a new funding source. SUMMARY:2026 PAI Cost Share Program Applications DUE
DESCRIPTION:The Suisun Resource Conservation District (SRCD) is pleased to announce the release of the 2026 Suisun Marsh Preservation Agreement (SMPA) Preservation Agreement Implementation (PAI) Fund Cost Share Grant Program. \n  \n2026 PAI Landowner Notification Letter \n  \n2026 PAI Program Application Update (please read carefully!): \n\nTo apply\, the unified fillable form with a detailed itemized budget must be submitted through your Water Manager (click on the link below or e-mail your Water Manager).\n\n2026 PAI Cost Share Application \n\nApplications will be accepted only once this year: deadline for submittal is April 10\, 2026. Application technical reviews will be completed in late April 2026.\nThis year\, project review and funding recommendation will be made prioritizing projects with the longest useful life. A project’s useful life is defined in the grant application guidelines.\nIf a project is approved for funding\, SRCD will notify the applicant and prepare a Landowner Agreement for signature\, before work can begin.\n\nPost Project: \n\nLandowners must schedule a post-project inspection prior to initiation of fall flood-up with their Water Managers to ce1iify project completion.\nLandowners must submit a single itemized project cost summary along with all invoices or receipts marked paid by December 1\, 2026.\nCompleted reimbursement packages will be forwarded to the Department of Water Resources (DWR) once a month for payment.\nProject reimbursement occurs after the project is completed\, inspected\, and approved. Reimbursement checks will be distributed after SRCD has been paid by DWR.\n\n  \nSummary of the three PAI Cost Share Programs: \nThe three PAI Cost Share Programs provide funding for activities needed to improve managed wetland facilities\, operational efficiency\, and water management capabilities. Each Cost Share Program determines which type of improvements may apply to be eligible for participation. \n\nDrainage Efficiency Improvement 50/50 Cost Share. This Program provides funds for infrastructure improvements necessary to improve leaching and drainage efficiency of individual clubs. Also\, the 50/50 cost share also may be available to help offset the electrical and fuel costs to perform effective spring leach cycles.\nDrainage Infrastructure Improvement 75/25 Cost Share. This Cost Share Program provides funds for infrastructure improvements necessary for the property to meet the 30-day flood and drain cycle objective for managed wetlands. Funds for this Program may not be used for maintenance of water control structures or for fish screens.\nJoint-Use Facility Improvement 75/25 Cost Share. Joint use facilities are water control improvements used between two or more properties. Funds from this Program may not be used for maintenance of joint use facilities structures or fish screens.
